David is the executive director of reAcción, an innovation and community-centered anti-corruption organization that currently works in Paraguay’s three largest cities. He founded reAcción at age 17 after leading a student mass demonstration mobilizing over 3,000 students for almost a month. For his leadership, he has been named a youth ambassador by the U.S. State Department, a global changemaker by the British Council, and a peace ambassador by the European Commission. David has also received the prestigious Ashoka Fellowship, the European Union’s EUVP designation, and the recognition as an international open contracting champion. David’s projects have reformed national policies related to public procurement and investment in education and contributed to a five-fold increase in the correct use of funds for school infrastructure in his home city, Paraguay’s richest. He designed FOCO, an app that enables the real-time monitoring of the national investment in school infrastructure. He also led the development of Paraguay’s Healthcare Ministry’s official open data tool. His initiatives have been featured internationally by The Economist, the BBC, and El PaÃs. Before he was 22, David co-founded an international anti-corruption network incubated by the World Bank Institute and presented his innovations at the World Economic Forum, the International Anti-Corruption Conference, and the World Bank–IMF Annual Meetings. He has consulted on social accountability, civic technology, open government, and youth political participation for the World Bank, USAID, Transparency International, and International IDEA. David is a member of Paraguay’s National Innovation Team and a former board member of the World Youth Movement for Democracy. He has a Master Degree in Development Studies as a Chevening Scholar at The London School of Economics. Upon graduation from ÌÇÐÄvlog¹ÙÍø, David plans to expand his organization’s work internationally in order to influence change in the way anti-corruption and civic tech are approached in international development.
