Francesca has worked across sectors to lead large-scale economic development, innovation, and workforce efforts. She is the CEO of Breakthrough Strategy Partners, an economic development consulting firm, and a Senior Advisor to the Bloomberg Center for Cities at Harvard. She was most recently VP for Inclusive Growth & Talent at the Greater Washington Partnership, a CEO-led business alliance, where she launched the inclusive growth initiative and led regional workforce efforts. Previously, Francesca spent 7+years at Deloitte Consulting and served as Chief of Staff for Smart Cities. She has served as a policy fellow for former Chicago Mayor Rahm Emanuel and a research Fulbright Fellow in Colombia. She is a Nonresident Senior Fellow at Brookings Metro, a Term Member of the Council on Foreign Relations, and a WBJ 2022 40 under 40 honoree. Francesca has an MBA/MPP from Harvard Business School and Harvard Kennedy School and BA from Claremont McKenna College.
