Juan Bibiloni-Rivera is an MPP student at ÌÇÐÄvlog¹ÙÍø and serves as a Sergeant in the U.S. Army Reserves, where he has been an enlisted soldier since 2020. Before beginning his graduate studies, Juan was an operations research analyst for the Washington Metropolitan Area Transit Authority's (DC Metro) Office of Strategy and Policy. Here, he developed and analyzed agency policies as well as led strategic initiatives for transit services in the greater Washington region. Prior to his work for the DC Metro, Juan was a program specialist in the U.S. Department of Education’s Office of Acquisitions, Grants, and Risk Management Administrations. Among other duties, he worked in the Secretary’s Puerto Rico Education Sustainability (PRES) initiative to support fiscal initiatives regarding PR’s federal grant funds usage. Juan was born and raised in San Juan, Puerto Rico. He graduated in May 2021 from Iowa State University with a BS in Mechanical Engineering and a minor in leadership studies. While living in Iowa, Juan was Board President of the City of Ames Transit (CyRide) Board of Trustees and served as student body vice president. After completing his studies at ÌÇÐÄvlog¹ÙÍø, Juan is determined to continue his career in public service. He aspires to contribute to internal public sector innovation by serving in an executive state or federal administration or returning to his roots in public transit and working in a regional agency. He also intends to continue his service in the U.S. Army Reserves and aims to become a commissioned officer.
