At a time of increasing global turbulence with debates on the end of the liberal international order and rising turmoil in the wider European neighborhood, this course offers a comprehensive dive into EU external relations. It introduces the theories, institutions, actors and decision-making procedures related to EU foreign policy. It then examines the EU’s political, security, and economic policies toward its wider neighborhood and beyond. Geographically, the course will examine the EU’s relations with and policies towards neighboring countries and regions (e.g., Turkey, the Balkans, Russia, Eastern Europe, North Africa, and the Middle East), as well as regions further afield (e.g., the United States, Africa, and Asia). Thematically, the seminar will critically analyze the Common Security and Defense Policy alongside key dimensions of EU external relations including diplomacy, trade, development, energy, climate, and migration. In addition, the course will address the EU’s evolving identity as an international actor in the contemporary global context.
