The Josefowitz California Fellowship Fund

The Josefowitz California Fellowship Fund is awarded annually to three senior-level civil servants working in California, with a preference for applicants in the Bay Area, so that they may attend the three-week Harvard Kennedy School executive program, Senior Executives in State and Local Government.

This transformative program immerses senior public officials in a collaborative, creative, and inspiring learning environment led by renowned Faculty Chair David King. Through a balance of traditional and hands-on learning experiences, you will gain the critical skills required to become an even more effective manager and to better address the concerns of your constituents and communities.

Terms of Fellowship
The fellowship covers all but $1,000 of total tuition costs, which includes housing, all curricular materials, and most meals. Recipients of the fellowship are responsible for their own travel to Cambridge, and they or their employers must fund the $1,000 balance.

Application Procedure

To be considered for the fellowship, please complete an application for Senior Executives in State and Local Government and answer “Josefowitz Fellowship” in response to the application question, “Who will be your financial sponsor?”  The program runs twice yearly, in June and in July. Strong preference is for fellowship recipients to attend the June session of the executive program, though applications for the July program will be considered.

Curriculum
Senior Executives in State and Local Government uses the case method pioneered at Harvard. Key topics covered during the program will include:

  • Leadership – exercising leadership without authority and analyzing and managing dynamics that impede progress
  • Negotiations – moving beyond positional bargaining to build strong, resilient relationships with key partners
  • Cooperative Governance – developing new operational methods and governance arrangements that can increase capacity and reduce costs
  • Behavioral Decision Making – reducing decision biases in your organization and designing smart accountability systems for decision making
