Abstract
Structural reform - or more accurately talk of strucÂtural reform - is everywhere nowadays. Every counÂtry struggling for economic growth, it seems, is getting the same message from the chattering classes as well as the deep-pocketed multilateral finance agencies like the IMF and the European Central Bank: half measures are not enough.
