Traditionally, transportation policymakers have not holistically managed networked mobility patterns but have instead focused their attention on segmenting and regulating individual modes: cars, taxis, transportation network companies, bikes, scooters, buses, and subways. Transportation users, on the other hand, care little about the organizational distinctions between modes. Instead, they focus their energy on stringing together the range of mobility options available to them, optimizing for cost, time, and comfort. The new era of mobility management will align policymaker concerns with the needs of their constituencies in order to develop a transportation network that allows public and private entities to share data, develop new payment and tracking systems, foster dynamic routing services, and provide better user interfaces.
