Robert Buckland

Rt Hon Sir Robert Buckland KBE KC MP has enjoyed a distinguished career in politics and law in the United Kingdom.  Born in Llanelli, Wales, Robert graduated in Law at Hatfield College, Durham University in 1990.  At Durham he was President of the Union and Secretary of Hatfield Junior Common Room.  Robert was called to the Bar at Inner Temple in 1991 and was an advocacy prize winner.  He then spent nearly twenty years in practice, specialising in criminal litigation. He was a member of the Attorney-General鈥檚 List of Prosecuting Counsel from 1999 to 2010.  In 2009, Robert was appointed as a part-time Crown Court Circuit Judge. Robert鈥檚 political career began in the 1987 General Election, when he was a constituency campaign manager.  In 1993, he was elected as a County Councillor for his home area, beating the Labour candidate by three votes.  Robert stood for both Westminster and the European Parliament during the 1990s and in 2010, he was elected Member of Parliament for the South Swindon constituency, being re-elected three times since then. In the Commons, Robert served on the Justice Select Committee, the Standards Committee, and the Joint Committee on Human Rights.  Robert was Secretary of the 1922 Committee of Conservative Backbenchers from 2012 to 2014 and chaired the Conservative Party Human Rights Commission.  As a backbencher, Robert campaigned on issues such as autism, special educational needs and reform of the laws of domestic abuse and stalking.  In 2014, Robert joined the UK Government as Solicitor General.  In May 2019, Robert became Minister of State for Prisons & Probation and in July 2019, he entered the Cabinet as Lord Chancellor and Secretary of State for Justice, serving until September 2021.  In July 2022, Robert returned to the Cabinet as Secretary of State for Wales, and served until October 2022. Robert is a member of the Commons Northern Ireland Select Committee and Chairs the All Party Parliamentary Groups on Autism, Learning Disability and the Western Gateway Economic Partnership.  Robert is a Master of the Bench at Inner Temple, and was awarded the KBE in the 2022 New Year Honours. Paulo Carv茫o is an accomplished Global Technology Executive with a proven track record of leading large businesses at IBM, where he was a senior leadership team member until 2022. During his three-decade tenure at IBM, he led organizations focused on assisting clients with information technology infrastructure and digital transformation initiatives, leveraging a portfolio of hardware, software, and services offerings. Central to these efforts were the transition to cloud infrastructure and the integration of artificial intelligence into business processes. Since retiring from IBM, he has served as a strategic advisor for technology and go-to-market issues, as well as a venture capital investor and board advisor. He serves on the advisory boards of technology startups, including Orby.co (neurotechnology and AI for rehabilitation and pain management) and Skills.tech (a hyper-personalized generative AI enterprise education platform). During his 2023 social impact fellowship at the Harvard Advanced Leadership Initiative, Paulo focused on the intersection of technology and democracy, and on entrepreneurship as a vehicle for social mobility. He was also a Fellow at the Harvard Safra Center for Ethics and an advisor to the Office of the United Nations Secretary-General鈥檚 Envoy on Technology, concentrating on Artificial Intelligence. Passionate about mentoring current and future leaders, he currently mentors at the Harvard Innovation Labs, the Massachusetts Institute of Technology PKG Center, and Harvard Winthrop House. Additionally, he is the inaugural Entrepreneur-in-Residence at the Harvard Kennedy School Institute of Politics鈥 GovLab. As an M-RCBG Senior Fellow, Paulo will research the complexities of AI regulation in the United States and propose a framework considering rapid technological advancements and their societal impacts. Andrew Kemp Collier

Andrew Kemp Collier is the former President of the Bank of China International USA, where he helped to launch BOCI鈥檚 U.S. office. BOCI was one of the first investment banks established in China and remains one of the largest global Chinese firms. Previously, he was an equity analyst with Bear Stearns and CLSA in Hong Kong, covering the Asian airline sector and media companies. Earlier in his career, he was a journalist in New York, Chicago, London and Beijing, for Bloomberg, the South China Morning Post and other publications. He has a Master鈥檚 Degree in International Relations and Chinese Studies from Yale University and studied Chinese at Peking University. He also is a Senior Fellow at the Mansfield Foundation in Washington. He currently conducts macroeconomic research on China鈥檚 economy for institutional investors that is distributed through Global Source Partners in New York. Mr. Collier has published three books on China: 鈥淪hadow Banking and the Rise of Capitalism in China鈥 (2017); 鈥淐hina Buys the World: Analyzing China鈥檚 Overseas Investments鈥 (2018); and 鈥淐hina鈥檚 Technology War: Why Beijing Took Down Its Tech Giants鈥 (2022). After twelve years in Hong Kong, Mr. Collier recently relocated to Denver. In his spare time, Mr. Collier is an accomplished jazz drummer. As an M-RCBG Senior Fellow Mr. Collier will be working on a book on the historical and institutional factors that led to the collapse of China鈥檚 property market, and the impact this will have both on China鈥檚 domestic political economy and the global order. Nicola Dandridge

Professor Dame Nicola Dandridge is a professor of practice in higher education policy at the University of Bristol, where she is carrying out research into higher education governance and regulation, and student choice. Until 2022 she was the first chief executive of the Office for Students, the regulator for higher education in England, where she was responsible for the regulator鈥檚 establishment and the creation of its first regulatory framework. She was previously chief executive of Universities UK, the membership organisation for the UK鈥檚 universities, and before that chief executive of the Equality Challenge Unit, an agency established to promote equality for staff and students in higher education. Nicola was appointed Commander of the British Empire (CBE) in 2015, and Dame Commander (DBE) in 2023 for services to higher education. Nicola originally trained as a lawyer specialising in employment, labour relations, and equality law. She is qualified in both England and Scotland, and spent many years working in both Glasgow and London.  She is currently chair of the Council for At Risk Academics, a charity that supports academics at immediate risk of danger in their home countries or forced into exile. She is also on the board of the University of Glasgow and Trinity Laban Conservatoire of Dance and Drama. She was educated at the University of Oxford and the University of Glasgow. As an M-RCBG Senior Fellow, Nicola will explore the impact and evaluation of different governance and regulatory models of higher education in the US and Europe. John Fiske

John is currently Director of Data Protection at Meta where he manages a team of subject matter experts advising the business on a wide range of privacy-related issues.  Recent focus areas include the definition and framing of various types of AI risk, operationalization of fairness and transparency concepts, evaluation of operational controls around sensitive data, etc.  Another of his long-term focus areas is identity assurance.  Recent advances in digital identification allow privacy-protective identity assurance, subject to user controls and selective disclosure. This potentially opens up a range of online safety improvements without compromising privacy. John Fiske has spent his career in the technology sector, in a range of product management, consultative, operational and general management roles.  Prior to joining Meta, John was a VP at SAP, focused on data management products, and served as COO for a global business unit.  He has also worked for various telecom service providers (Comcast, Cable & Wireless, AOL) and consultancies (Gemini Consulting, CEB/Gartner).  He has an A.B from Harvard in Sanskrit & Indian Studies and an MBA from INSEAD. He lives with his family in Arlington, Virginia. While an M-RCBG Senior Fellow, John will explore structural options to reduce online harm.  These options include information integrity controls, identity assurance, fair distribution, accountability, and other mechanisms.  While each of these offers potential improvements, they also pose societal tradeoffs which much be considered carefully.  Understanding this tension will hopefully help regulators and technology companies better balance online protections with user rights and freedoms. Shira Greenberg is a leading economist and distinguished public servant. From 2019 to 2023, she served as Chief Economist and Director of State Revenues at Israel's Ministry of Finance, where she was recognized for her leadership and pivotal role in shaping Israel's economic policies and international economic relations. In this position, Shira played a crucial role in influencing economic policies, forecasting Israel's GDP growth, analyzing associated risks, promoting tax policy, and formulating state revenue projections. Her in-depth research as Chief Economist received broad public attention and influenced critical economic policy decisions. Her research covered various areas, including real estate, labor markets, finance, and high-tech industries, addressing key issues such as gender wage gaps and the economic impact of strategic infrastructure projects. Shira oversaw the Ministry's international economic ties and led the negotiation and signing of economic agreements under the historic 鈥楢braham Accords,鈥 promoting regional cooperation. Moreover, Shira played a crucial role in shaping Israel鈥檚 economic response to the COVID-19 pandemic. Throughout her tenure, Shira excelled as a leading figure in her field. She was recognized among Israel's 100 most influential people and 50 most influential women from 2020 to 2023, known for her professional expertise, substantial contributions to economic policy, and her exceptional courage and professional integrity in standing against attempts to undermine democratic principles. Prior to her role as Chief Economist, Shira accumulated ten years of experience in the Ministry鈥檚 Budget Department. As Deputy Director, she managed budget planning and economic reforms across diverse sectors, including industry, trade, communication, high-tech, and the labor force. She also supervised the education, health, water, and agriculture sectors in earlier positions. Throughout her career, Shira chaired and served on numerous high-level committees and boards. She was a founding board member of the distinguished Israel Innovation Authority from 2016 to 2019. She was Chair of the team established to assist self-employed individuals in pension and unemployment situations and Chair of the Compensation Fund for Road Accident Victims. Shira holds a Master鈥檚 Degree in Economics from Tel Aviv University and a Bachelor鈥檚 Degree in Mathematics and Economics from The Hebrew University of Jerusalem. David Grigorian

David Grigorian has had a successful career at the International Monetary Fund (IMF) in Washington, DC, having worked on some of the most visible and impactful IMF programs of the past two decades. Throughout his tenure at Monetary and Capital Markets Department, Dr. Grigorian has provided technical assistance advice to governments in a variety of emerging market and advanced countries on issues of sovereign debt restructuring, debt market development, and financial crisis management. For his role in helping the authorities of Jamaica restructure their sovereign debt in 2010, Dr. Grigorian received an Outstanding Effort Award from the IMF鈥檚 Managing Director. During 2016-18, Dr. Grigorian was in Asia Pacific Department, where he led the IMF mission to Bhutan and conducted oversight of financial sector in Singapore and Malaysia. In his previous position as the desk economist on Iraq, he helped the country authorities prepare the federal budgets for 2007-09 under occupation and complete two back-to-back Stand-By Arrangements that led to the world鈥檚 largest sovereign debt relief ever provided by the Paris Club. Prior to joining the IMF in 2001, Dr. Grigorian worked at the World Bank, where he managed banking sector restructuring projects in Central Asia. He holds a Ph.D. in Economics from the University of Maryland at College Park and has published extensively in refereed economic journals on a wide range of issues including sovereign debt, banking and capital markets, growth and institutions, remittances, and fiscal performance, and his research is cited widely. Dr. Grigorian also co-founded and led Policy Forum Armenia, a virtual anti-corruption think-tank uniting nearly 50 researchers and public policy professionals with interest in Armenia鈥檚 development. Gregory Haile

Gregory Haile is the Deputy Chair of the Federal Reserve Bank of Atlanta. He is the first educator to serve as Deputy Chair of the Atlanta Fed in approximately 70 years. He is also the Bank鈥檚 Audit and Operational Risk Committee Chair. Haile recently served on the U.S.- EU Talent for Growth Task Force. Co-chaired by the U.S. Secretary of Commerce and the U.S. Secretary of State, the task force assembled 6 U.S. leaders from business, labor and education, with counterparts from the EU to build on workforce initiatives from both sides of the Atlantic, to catalyze and advance human capital in technology fields. Haile previously served as the president of one of America鈥檚 largest colleges (Broward College) with over 55,000 students. He was recognized as one of the top five community college CEOs in the nation by the AACC, and led the college to a top ten ranking (from more than one thousand colleges) by the Aspen Institute at every eligible year under his tenure. His leadership garnered the largest grant and the largest gift in the College's history, and he set the national example for engaging low-income communities. Haile has 20+ years of board experience and has held 15+ chairmanships. He is a member of the CFR and YPO. He has also taught a self-designed course on Higher Education Law and Policy at the Harvard Summer School. Haile graduated from Columbia University鈥檚 School of Law as a Harlan Fiske Stone Scholar and served as the Editor-in-Chief of the National Black Law Journal and as an Editor of the Journal of Gender and Law. He holds a B.S. from Arizona State University, Magna Cum Laude, and was recognized as the most outstanding undergraduate in his college. He has an Honorary Doctorate of Humane Letters from Nova Southeastern University. Thomas J. Healey

Thomas J. Healey is a Partner at Healey Development LLC. He recently co-edited a book on the financial crisis based on papers presented at an M-RCBG conference. He was formerly adjunct lecturer at the Kennedy School, where he taught the course in Financial Institutions and Markets. He joined Goldman, Sachs & Co. in 1985 to create the Real Estate Capital Markets Group, and founded the Pension Services Group in 1990. He became a Partner in 1988, a Managing Director in 1996, and remains a Senior Director of Goldman Sachs. Prior to joining Goldman Sachs, Healey served as Assistant Secretary of the U.S. Treasury for Domestic Finance under President Ronald Reagan. Before joining the U.S. Treasury, he spent eight years at Dean Witter Reynolds, Inc., where he was head of the Corporate Finance Department. Healey has served on the U.S. Department of Labor's ERISA Advisory Council, and was a Presidentially-appointed Director of the Securities Industry Protection Corporation. He is Chairman of the Rockefeller Foundation Investment Committee and is actively involved with other charitable institutions. Healey graduated from Georgetown University in 1964 and Harvard Business School in 1966. His research explores issues related to financial regulation. Gregory Makoff

Gregory Makoff has been writing about sovereign debt for the past decade and is the author of Default: The Landmark Court Battle over Argentina鈥檚 $100 Billion Debt Restructuring, which was published by Georgetown University Press in February 2024. For twenty-one years through mid-2014, Gregory worked as an investment banker and debt transaction specialist, advising companies, financial institutions, and countries, including Jamaica, Colombia, the Philippines, and Turkey, regarding their debt management operations. From January 2015, he has published papers as a Senior (non-resident) Fellow at the Centre for International Governance Innovation (CIGI), and, in 2015 and 2016, he worked at the U.S Treasury on the team that supported the enactment of the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA), the law that has been facilitating the reform of Puerto Rico鈥檚 public sector and the restructuring of its debt. Gregory holds a Ph.D. in physics from the University of Chicago (1993) and a BSc in physics and political science from MIT (1986) and is a member of the CFA Institute. David M. Mizrachi Fidanque is a lawyer, academic, author and civic leader. He is the founder of MDU Legal in Panama, Republic of Panama. His private legal practice focuses on foreign direct investment and international dispute resolution. He constantly interacts with government agencies on behalf of his clients and has handled complex international administrative, contractual and investment claims. He is dually admitted to practice law in Panama and the State of Florida and began his career as a commercial litigator in South Florida, moving to his native Panama in 1993. He has been a member of the board of the Mining Development Corporation 鈥 Cerro Colorado (public mineral rights concession), Caribbean American de Panam谩 and Worldwide Medical Assurance (private insurance companies), Fondo de Emergencia Social (public human development fund), PSA Panama International Terminal (port operations), B鈥檔ai B鈥檙ith of Panama, Fundaci贸n Holzer and the Lions Club of Panama (non-governmental entities) to name a few. He serves in the National Concertation Board of Panama on an ad honorem basis. David is a lecturer at Quality Leadership University on International Business Law and Legal Environment of Business. His courses have been accredited by the University of Louisville, Towson University and Illinois State University, among others. He has served as President of the Central Jewish Community Council and B鈥檔ai B鈥檙ith of Panama. Mr. Mizrachi is a frequent speaker on matters of Panamanian law, locally and internationally. Roshini Moodley Naidoo

Dr. Roshini Naidoo is a globally experienced physician leader, corporate executive, board member, risk specialist and health care equity champion. Dr. Naidoo served as the Executive Head of Health Risk Management at Discovery Health, a publicly listed health care administrator in South Africa, and part of a global health and wellness operating structure in Europe, North America, Asia and Africa. She held financial oversight for 19 health plans and a membership of 3.5 million. Dr. Naidoo led transformative initiatives that shifted transactional fee-for-service health care systems to value-based care platforms through novel provider contracting instruments, risk management strategies, population health programs, and predictive data care models. She established a Quality Improvement business function aimed at improving patient empowerment and outcomes of care. Dr. Naidoo is a Professor of Practice at the College of Health Solutions, at Arizona State University where she instructs on post-pandemic Health Care Systems. She previously served as the first international Fellow of the patient safety organization, The Leapfrog Group, and led the publication of quality of care ratings of private hospitals in South Africa. While at Oxfam America, Dr. Naidoo led a study with The Coca-Cola Company and SABMiller to examine the social and economic impact of corporate policies and operations on poverty reduction. A precursor to ESG studies, the poverty impact analysis was profiled by the UN Global Compact. Dr. Naidoo is a member of the Board of the Africa Academy for Public Health, serving as the Chairperson of the Finance and Administration committee.  Dr. Naidoo previously served as a Director on the Board of Save the Children South Africa, and the Board of Health Quality Assurance (HQA). Dr. Naidoo earned her MBA from Harvard Business School, and her MPH from Harvard T.H. Chan School of Public Health. She served as a Harvard Business School Service Leadership Fellow and a Harvard South Africa Fellow. A medical doctor, Dr. Naidoo earned her MBChB from the Nelson Mandela School of Medicine, University of KwaZulu-Natal. Dr. Naidoo鈥檚 research involves health care equity, the governance of health care AI technologies, and the use of predictive data models in real-time clinical decision making. George Nwangwu head shot

George Nwangwu

George Nwangwu has worked in academia, legal practice, consulting, and entrepreneurship. He is currently an associate professor at Nile University, Abuja, Nigeria, where he teaches energy policy. As a consultant to multilateral institutions, George has been involved with issues in the fields of infrastructure/utilities regulation, infrastructure finance and Public Private Partnerships (鈥淧PPs鈥). He served as Head of Strategy at the Bureau of Public Enterprises, in the Nigerian Presidency. In this role, he was involved in championing Nigeria鈥檚 privatization program and helping reform several ailing public enterprises. He also served as PPP Coordinator and Head of the PPP Division, Federal Ministry of Finance, in Nigeria. He was special adviser to the Coordinating Minister of the Economy on infrastructure finance and PPPs. In this role, George was responsible for rendering strategic advice on alternative financing for some of the country鈥檚 most critical infrastructure. To date George has participated in the delivery of more than 100 privatization/ PPP projects worth over USD 20 billion, working on either the side of the public or private sector in Africa. George is also an impact investor, focusing on investments in different infrastructure sectors across Africa. He is one of the co-founders of North South Power, a leading renewable energy company, supplying approximately 8% of Nigeria鈥檚 electricity. He is also the founder of Primegate Academy, a group of schools providing education to primary and secondary school students in Abuja, Nigeria. George holds a law degree from the University of Lagos, a Masters in law from the University College London, a PhD in Law from University of Hull, United Kingdom, and a Masters in Business Administration from the University of Oxford. George is qualified as a lawyer in Nigeria and England and a member of accounting bodies in both Nigeria and the United Kingdom. As an M-RCBG Senior Fellow, George will work on energy transitions, focusing on how economic, legal, political, and social constraints affect the journey to carbon neutrality. Merav Shaviv

Merav's professional career began at the Budget Division of the Israeli Treasury, where she held the position of Head of the Labor and Social Affairs Budgets. In this capacity, she played a pivotal role in implementing extensive structural reforms within the labor market. Her efforts focused on introducing new regulations designed to facilitate the reintegration of unemployed individuals into the workforce and reducing the reliance on foreign workers. From 2003 to 2019, Merav held significant roles within the Council for Higher Education in Israel, initially as Deputy Director General for Budgeting and later as Deputy Director General for Planning and Policy. Her tenure was marked by shaping policies and driving reforms across various critical domains within the Israeli higher education system, including formulating multi-year strategic plans for the Israeli HE system, planning the opening of new degree programs of public academic institutions, a holistic reform to increase access to higher education for the Arab minority, a program to increase research infrastructure and more. Through her work, Merav participated in numerous professional committees and forums and contributed to strategic discussions and initiatives. During 2019-2020, Merav was a Senior Fellow at M-RCBG, where she focused on Gap Year programs for career development of Israeli Arab youth, in cooperation with the Israel Democracy Institute. This research culminated in practical outcomes when the Israeli government allocated substantial funding and established a dedicated entity to implement these programs. Since 2020 Merav has worked as a strategic consultant for various organizations on public and social policy issues. During 2024-2025, her second year as a Senior Fellow at M-RCBG, Merav will focus on a new initiative aimed at implementing the paradigm of "Partnership - Based Peace," emphasizing economic and social aspects. This initiative stems from the need for alternative perspectives to promote a resolution to the Israeli-Palestinian conflict, particularly following the events of October 7th and the subsequent war. Her faculty sponsor is Prof. Tarek Masoud, the Ford Foundation Professor of Democracy and Governance at Harvard Kennedy School. Merav holds a BA in Economics and Statistics from the Hebrew University and an MBA in Business Administration from Bar-Ilan University. Ludovic Subran is Chief Economist at Allianz, Europe's largest insurer and investor. Prior to joining Allianz, Ludovic worked for the World Bank, the United Nations World Food Program and the French Ministry of Finance. Over the years, Ludovic has helped shape economic policies in more than 25 countries, notably in response to the 2007-8 food and financial crises. A French citizen, Ludovic is a member of the French Prime Minister's Council of Economic Advisers. His contribution to the economic response to the outbreak of Covid in 2020 led to him being named a Knight of the Order of Merit of the French Republic. Ludovic is a Young Global Leader of the World Economic Forum, a Millennium Fellow of the Atlantic Council, and a David Rockefeller Fellow of the Trilateral Commission. Ludovic serves on the Board of Mercy Corps, one of the largest humanitarian NGOs. Ludovic is an Adjunct Professor of Economics at HEC Business School and Sciences Po Paris. He has co-authored four books: Hunger and Markets (2006), D茅sordre dans les Monnaies (2015), Je comprends enfin l'脡conomie (2020), and last year, Investing in a Changing Climate (2023), published by Springer, which explores what net-zero pathways mean for investors. Ludovic is a graduate of the 脡cole Nationale de la Statistique et de l'Administration 脡conomique and Sciences Po Paris. He speaks seven languages fluently. Dr. Mikl贸s Sz贸cska is a professor and dean of faculty at Semmelweis University in Budapest. He began his public service career during medical school when he was elected as student president of his class at the dawn of system change in Hungary. He is one of the founders and the current director of the Health Services Management Training Centre at Semmelweis, which serves as the focal point for health management and policy development in Hungary. Besides his academic responsibilities Dr. Sz贸cska led a rich portfolio of national and international level research or development projects. Dr. Sz贸cska served as Hungary's Minister of State for Health from 2010 to 2014. During his tenure, he led comprehensive health reforms amidst a challenging world economic crisis period. His initiatives included large-scale structural changes and health improvement programs, earning him recognition for his commitment to public health advancement. He is particularly proud of his agile, consultative, evidence-driven, and problem-based change approach. Key achievements include making Hungary smoke-free, introducing a public health product tax on added salt and sugar, and using the funds to raise salaries for tens of thousands of public sector nurses and doctors. He also initiated the creation of a national eHealth platform, which proved critical for care accessibility during the COVID-19 pandemic. In 2016 he was nominated for the Director General position of the World Health Organisation by the Hungarian Government. His academic and professional journey reflects a profound dedication to improving health systems through innovative policies and technologies, assisting health managers and organizations in their quest for efficiency and well-being. Currently, Dr. Sz贸cska champions the integration of data-driven and AI solutions in healthcare, aiming to save lives and public money, enhance public health outcomes, and improve system efficiency. He holds an MD and a PhD from Semmelweis University and a Master of Public Administration from the Harvard Kennedy School, where he was a 1998 MC/MPA. He also enjoyed the benefits of his training in the Netherlands, Japan and England. As an M-RCBG Senior Fellow, Dr. Sz贸cska will delve into how we can harness the potential of AI in healthcare while mitigating its risks. His research will focus on navigating the evolving regulatory and business model landscape. This work aims to provide valuable insights into creating a balanced approach to AI integration in the healthcare sector. Andrew Tyrie

The Rt Hon Lord Tyrie was Chairman of the Competition and Markets Authority from 2018 to 2020. He was a member of the British House of Commons for 20 years and has been in the House of Lords for the last seven years. He has chaired numerous Parliamentary committees, including the Treasury Select Committee and the most senior committee: the Liaison Committee - the committee comprised of Select Committee chairs. Lord Tyrie was appointed by Parliament to chair the Parliamentary Commission on Banking Standards to investigate aspects of the financial crash and to recommend remedies. Most of the recommendations have subsequently been implemented, some now also emulated in other jurisdictions. He has written extensively on public policy, most recently on the need to improve the performance of Britain鈥檚 competition regulators and other quangos. While an M-RCBG Senior Fellow, Lord Tyrie will develop further some of his works on competition regulator reform. Eran Yaacov

Eran Yaacov has had a distinguished career in public service, particularly in the fields of taxation, economics, and governance in Israel. Eran holds a Master鈥檚 degree in Law for Economists, a Bachelor鈥檚 degree in Management and Economics, and a Bachelor鈥檚 degree with honors in Law. His career began in 1989 as a Customs official at Ben-Gurion Airport, where he developed a deep understanding of customs enforcement and international trade. Over the years, Eran assumed several key roles within the Israel Customs & VAT Directorate and the Israel Tax Authority Directorate. Notably, he served as Chief Budgeting Officer, Deputy Director of the Planning and Economics Division, and ultimately as the First Deputy Director General of the Israel Tax Authority. In these roles, Eran was instrumental in initiating, planning, and implementing strategic policies, as well as leading legislative reforms in taxation. He also played a critical role in improving work processes and negotiating with public organizations on matters of tax policy. From 2017 to 2018, Eran served as the Director General of the Wage and Labor Agreements Department. His leadership skills and expertise in economic matters led to his appointment as the Director General of the Israel Tax Authority in 2018, a position he held until 2023. For part of that time, from 2020 to 2021, he also served as the Acting Director General of the Israel Ministry of Finance, further demonstrating his capability to manage complex economic challenges. Since retiring from his role as Director General, Eran has been volunteering to advise and assist various sectors in Israel on economic challenges during a mandatory 鈥渃ooling-off period.鈥 He is currently teaching his first academic course on taxes and the Israeli economy in the MBA program at Tel Aviv University鈥檚 Business Department. As an M-RCBG Senior Fellow, Eran will focus on current taxation issues, particularly the implementation and impact of a mileage tax. His faculty sponsor is Richard Zeckhauser, the Frank P. Han-koo Yeo

Han-koo Yeo, former trade minister of the Republic of Korea, has been senior fellow at the Peterson Institute for International Economics since June 2023. His research focuses on international trade policy, industrial policy, supply chain resilience, and economic security and international trade negotiations including the Indo-Pacific Economic Framework (IPEF) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Yeo completed almost three decades of public service as trade minister of the Republic of Korea in 2022, in the final year of the Moon Jae-in presidency. A veteran international trade negotiator, Yeo has been involved in a number of bilateral and multilateral trade negotiations, including as the chief negotiator for the Regional Comprehensive Economic Partnership (RCEP), Korea-UK Free Trade Agreement, Korea鈥揅entral America Free Trade Agreement, Korea-Indonesia Comprehensive Economic Partnership Agreement, and Korea-Philippines Free Trade Agreement. He was also an original participant in developing the Indo-Pacific Economic Framework for Prosperity. While serving as commercial attach茅 at the Korean Embassy in Washington, he was involved in amendment negotiations of the Korea-US Free Trade Agreement and Section 232 steel negotiations. As Korean minister of trade, he oversaw conventional trade negotiations, export controls, and investment screening. Yeo also led negotiations for Korea's export control measures against Russia in response to Russia's invasion of Ukraine. A graduate of Seoul National University, Yeo has served as visiting professor at the Seoul National University Business School, teaching international trade, negotiation, and economic security issues. Yeo holds an MBA from Harvard Business School and an MPA from Harvard Kennedy School. Yeo鈥檚 research project at the M-RCBG will focus on analyzing how US economic security, trade and industrial policy affects trade patterns, FDI flows, supply chains and the industrial landscape in the Indo-Pacific and providing policy recommendations for the U.S. and other countries for their trade and industrial policy.
